Job opportunity with an upcoming USAID-funded program in Kazakhstan

East-West Management Institute, Inc. (EWMI) invites international and national experts’ applications for the Chief of Party position as part of EWMI’s proposal for the upcoming five-year USAID/Strengthening Civic Engagement in Kazakhstan. The Activity will support civil society organizations to promote public engagement in decision-making processes, apply innovative solutions to enhance citizens’ rights in Kazakhstan and strengthen government and civil society partnerships. This is a long-term position and offers a generous benefits package. The assignment start date will be determined later.
Overall responsibilities:
The Chief of Party (COP) is the key leadership role for this Activity and will be responsible for managing all aspects of the program including meeting the objectives of the Activity while providing overall technical, administrative, operational, and logistical management. The COP will act as the principal liaison between USAID/Kazakhstan, the government, partners, and civil society organizations. The COP will also be responsible for overseeing the day-to-day management of programmatic staff. The COP will provide mentorship and training, as needed, for all national staff.
Required qualifications:
- Minimum of a Bachelor’s degree in Political Science, Public Administration, Business Administration, International Development, and Organizational Development.
- At least 10 years of progressive management and leadership positions in similar size programs and scope in Kazakhstan as well as relevant experience working on civil society, human rights, and/or other democracy and governance programming. Master’s degree preferred.
Desired qualifications:
- Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
- Proven senior experience working with civil society organizations, human rights, and media particularly those supporting marginalized and underrepresented populations.
- Prior work experience in Central Asia, Caucasus, or Eastern Europe (preferably within Kazakhstan).
- Proven senior management experience in civil society and human rights projects, gender mainstreaming, and working in a multi-cultural environment. Previous COP experience preferred. Experience and/or familiarity with USAID projects and programs preferred.
- Demonstrated understanding of and commitment to approaches and strategies advocating for civil society and human rights.
- Demonstrated skills in leadership, mentoring, motivation, and supervision of multicultural teams within a dynamic setting.
- Demonstrated ability to cultivate relationships with civil society organizations as well as government officials across multiple sectoral ministries.
- Excellent oral and written communication and interpersonal skills in English. Fluency in Kazakh preferred.
