Securing a Safe and Open
Information Ecosystem in Malaysia
2026 – Present
This initiative is designed to strengthen the ability of CSOs from the Freedom of Expression Cluster in Malaysia (FoE Cluster) and other networks to advocate for digital rights issues — particularly in the areas of data governance and freedom of expression in the digital space — and build capacity and increase the effectiveness of civil society in strengthening public understanding and support for freedom of expression in digital spaces. To address the existing technical gaps in understanding internet infrastructure, service technologies, and their intersection with law and policy, a comprehensive training curriculum will be developed covering essential topics such as data and internet governance, digital security, data privacy, content regulation, and the legal frameworks that impact rights in digital spaces. Ultimately, through the project we will promote a progressive and enhanced state and Big Tech accountability framework in Malaysia. Furthermore, EWMI will support the Cluster to undertake a comprehensive approach to countering misinformation and disinformation through monitoring, public education, media literacy, fact-checking initiatives, and capacity building and collaboration with stakeholders. As part of the strategy, EWMI will also support the Cluster to promote and strengthen online investigative journalism and online media in Malaysia by providing training, financial support, and technological resources to journalists and media organizations. Finally, EWMI will support the Cluster to carry out communications campaigns and engage media to mobilize citizens to demand digital media that put public interest before profit.
