Making All Voices Count (MAVC)

The Making All Voices Count (MAVC) project aimed to use information and communications technology to solve the problem of extended pre-trial detention in Liberia. A key achievement of this project was the establishment of an automated system for tracking detainees is now in place and working at the Monrovia Central Prison. This system gathers accurate information about the identity of detainees, and includes scanned copies of their arresting documentation, their fingerprints, and their photographs. The new system provides immediate and searchable data on the prison population, length of detention, crimes charged, hearing dates, and other important information regarding individuals detained and the prison population as a whole. As such, it constitutes an important tool for tracking the length of detentions, developing improved data for prison management, and for holding the government accountable for how it addresses the challenging and controversial problem of extended pre-trial detention in the prisons.
