Anti-Corruption Consultant for Ministry of Internal Affairs of the Republic of Armenia

The East-West Management Institute, Inc. (EWMI) invites applications by national experts in Armenia to serve as an Anti-Corruption Consultant assisting the Ministry of Internal Affairs of the Republic of Armenia, as part of EWMI’s “Advancing Comprehensive Anti-Corruption Reforms in Armenia” Program, funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL) Section of the Embassy of the United States of America.
Overall responsibilities:
The consultant will work directly with the Ministry of Internal Affairs to support its efforts to combat corruption and strengthen integrity by helping the Ministry implement the GRECO recommendations directed at the Ministry. A detailed scope of work for the consultant will be developed by EWMI in consultation with the Ministry and INL. The consultant will carry out his/her tasks through a combination of remote work and on-site work at the Ministry. The consultant will report to EWMI’s Country Program Coordinator in Yerevan.
Qualifications:
- Experience in anti-corruption initiatives and integrity strengthening within governmental institutions;
- Familiarity with the Council of Europe’s legal instruments related to fighting corruption, and an understanding of GRECO monitoring, evaluation and compliance procedures;
- Proven ability to collaborate with government ministries and international stakeholders;
- Flexibility to work both remotely and on-site, with excellent communication and reporting skills;
- Familiarity with the political and regulatory environment in Armenia;
- Experience in providing technical assistance to public sector reform projects;
- Strong analytical skills to assess and improve anti-corruption measures;
- Ability to develop tailored strategies that ensure compliance with national legislation and practical applicability;
- Proficiency in drafting policy documents and recommendations for institutional reform;
- Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally;
- Excellent oral and written communication and interpersonal skills in English; fluency in Armenian;
- Minimum of a Bachelor’s degree, in political science, public administration, international relations, law, or related field.
Applicants must be able to begin work in Yerevan, Armenia, on or about November 4, 2024. The estimated duration of this consultancy is 10 months.
